Construction of the Pharo Palace began in 1858 on the orders of Napoleon III and the aim was for it to reflect the style of the Empress' residence at Biarritz, 'a residence that was supposed to have its feet in the water', according to Louis-Napoleon Bonaparte. In actual fact, no-one ever lived there, and the Empress eventually gave it over to the city of Marseille in 1903.
The building has since become a place of work, and is home to a number of local services, as well as holding a congress centre. Locals and visitors alike come by to enjoy the magnificent view over the harbour.
